CALL FOR PRESENTATIONS

 

AVCAW, along with the Wisconsin Chapter of the International Association of Special Investigation Units (WIASIU) is seeking proposals for presentations at the 2005 Fall Seminar, being held on October 19 & 20, 2005 in Wisconsin Dells.

The goal of our joint annual conference is to provide relevant information and education to our attendees from the insurance industry, law enforcement and fire service in areas that will help fight fraud and vehicle related crimes.

The membership of AVCAW and WIASIU creates a very diverse base of knowledge. That base of knowledge and experience needs to be tapped for the benefit of others within the organizations.

If you, or someone you know, has information to share, a topic to present, please return a completed copy of the form found in this newsletter no later than February 1, 2005.

 

 

 

AVCAW ANNUAL MEETING

October 19, 2004

Members present: Bob Suehring, Kurt Klapperich, Karen Bird, Kelle Taylor, Don Sebetic, Sue Cox, Larry Burzynski, Rich Lesniewski, Mark Abrahamson, John Finnegan, Jim Gustafson, Greg Peterson, Glen Jones, Rich Waldherr, Bill Lundy, Mike Stagliano.

 

  1. SECRETARY’S REPORT:

    Secretary Karen Bird had nothing new to report. The reading of last meeting’s minutes was waived.
    Kelle Taylor made a motion to accept the Secretary’s report, Larry Burzynski seconded. Report accepted.

  3. TREASURER’S REPORT: Sue Cox went over the reports. There is one mistake. The 50/50 raffle start-up should not be included. There is a maintenance fee on the checking account. Sue transferred some money into a money market index at .98% interest and there is no maintenance fee. Glen Jones made a motion to approve the Treasurer’s actions, Bill Lundy seconded and it was approved. Sue made a motion to get a new treasurer bookkeeper notebook. Bob Suehring seconded and it was approved. Glen Jones motioned to accept the treasurer’s report. Don Sebetic seconded and the report was approved.

  4. FINANCE COMMITTEE REPORT:
  5. Karen Bird indicated that $2500.00 has been received so far. No new money has been received. We are still waiting for the American Family contribution and that will put us in line with the last two years. Kurt Klapperich said that it was on its way. Sue Cox suggested making the language in the request letter more forceful. Some concerns with that were the insurance companies are not obligated to contribute and it might scare them away. Karen Bird suggested sending a follow-up letter. Rich Waldherr suggested strengthening the wording of the letter and includes language other than auto theft. Larry Burzynski suggested changing the letter from "auto" to "vehicle" theft and send to trucking companies.

    Discussion ensured on what we can do to solicit more money. Bill Lundy suggested asking rental car companies to donate. Kurt Klapperich believes that they wouldn’t fall into the category of a member company. Bob Suehring read the by-laws and believes they would be a member company. Don Sebetic made a motion to defer the issue of rental and trucking companies being members in order to solicit money for sustaining membership until the next meeting and the by-laws committee can research the topic. Larry Burzynski added in that everyone also brings 3-4 names of companies that could possibly contribute. Greg Peterson seconded the motion and it was approved.

    According to Karen Bird, we are losing approximately $300 pet year. Kelle Taylor highlighted the fact that we could bring in a variety of attendees to the Seminar if we had more money from sustaining membership and we could possibly reduce the seminar cost. John Finnegan made a motion to accept. Report accepted.

     

  6. MEMBERSHIP COMMITTEE REPORT: Per Don Sebetic, total renewal is 90 as of today. There are also 7 life members, so 97 total. We have 13 new members for the year. There have been 452 members since 1993.

  8. HOT LINE & TIP AWARD REPORT: Larry Burzynski discussed current cases. They have not paid out any tips recently. Please read alert 2004-045. He is looking into fraudulent driver’s licenses. There is also a problem with late model vehicle being insured, then reported stolen a short time later. If you have any information for NICB, please contact Larry.

  10. PUBLIC RELATIONS/NEWSLETTER REPORT: Bob Suehring stated that the newsletter is due to go out the week of December 13th. It will include 2005 membership renewal and the minutes from this meeting and the December 7th meeting. Don Sebetic suggested sending out an extensive thank-you letter to all insurance companies that have been involved in the past 10 years. If anyone has any past or pertinent information or minutes – especially minutes from 1995-1999, please contact Don Sebetic.

  12. SEMINAR/EDUCATION REPORT: Per Kelle Taylor, everything is set to go for the Fall Seminar. Mike Kelso will replace Ivan Blackman for NICB and will switch time slots with Larry Burzynski. Some logistics were discussed.
  13. BAIT CAR COMMITTEE REPORT: Per Rich Waldherr, a ************************* was recently donated by State Farm Insurance. It is equipped with a stereo. It will be donated to *************** PD as soon as the common council approves it. The car will rotate around 11 law enforcement agencies. Rich Waldherr made a motion to have AVCAW donate up to $1000 to buy the latest camera equipment and for an honorarium to Al Arsberger ($200 for Al and up to $800 for new equipment). Larry Burzynski seconded the motion and it was approved. It should cost about $300-500 for new equipment. We will see if the old equipment can be used, but since technology has changed, we may need to get new equipment.
  14. Rich Waldherr is also working with Wilde Honda to get another car, possibly a 1999-2000 Honda, at their net cost including aftermarket parts at net cost. He is having good relationship building. Rich is trying to get the old bait car turned back over the AVCAW.

  15. BY-LAWS COMMITTEE REPORT: No activity.

  17. AWARDS COMMITTEE REPORT: Bob Suehring and Fred Haas are currently members of this committee. John Finnegan recommended to be appointed as a member. Larry made a motion to that effect and Bill Lundy seconded. Approved. A Ron Aebly Award will be presented at the banquet.
  18. NOMINATIONS COMMITTEE: No activity.
  19. OLD BUSINESS: None
  20. NEW BUSINESS: Karen Bird announced that she has tendered her resignation as an AVCAW member, Board member and Secretary to the President, effective October 29, 2004. She is relocating to Arizona.
  21. Don Sebetic requested to look at purchasing a laptop and printer for membership with a DVD and CD writer. He will research prices. Bob Suehring suggested looking at en external burner also, which can run $100-200. The current AVCAW computer is used for the newsletter, website and email.

    Elections were held for Board members. There are five positions open. Don Sebetic was nominated by Sue Cox, Mike Stagliano was nominated by Kelle Taylor, Jim Gustafson was nominated by Kelle Taylor, Kelle Taylor was nominated by Larry Burzynski, Fred Haas was nominated by John Finnegan, and Mike LaPointe was nominated by Kurt Klapperich. Bob Suehring moved for elections to be closed. The new Board Members elected for 2005 are Don Sebetic, Mike Stagliano, Jim Gustafson, Kelle Taylor and Fred Haas.

  22. ADJOURNMENT OF GENERAL QUARTERLY MEETING: John Finnegan made a motion to adjourn the meeting. Meeting adjourned into the closed Executive Session

  24. ELECTIONS: Executive Session: The positions of Secretary and Treasurer were up for nominations. Sue Cox was selected as Treasurer; Larry Burzynski was selected as Secretary.

AVCAW BOARD MEETING

Members present: Glen Jones, Kelle Taylor, Jim Gustafson, Richard Lesniewski, Mark Abrahamson, Brian Bettinger, Sue Cox, Don Sebetic, John Finnegan, Mike Stagliano, Rich Waldherr, Fred Haas and Laurance Burzynski.

A moment of reflection was held in honor of those who died at Pearl Harbor.

1: SECRETARY’S REPORT:

Secretary Laurance Burzynski had nothing new to report. The reading of the last meeting’s minutes was waived. Fred Haas made a motion to accept the Secretary’s Report, Kelle Taylor seconded. Report was accepted.

2: TREASURER’S REPORT:

Sue Cox reported that our cash on hand as of October 15th was $20,934.54.

Cash received October 15, 2004 to December 3, 2004 was $24,640.30. Cash paid out for the same period was $6,925.86, leaving our cash on hand at $17,714.44.

Sue also provided our AVCAW/WIASIU Seminar Statement Quarterly Report indicating that at the beginning of the quarter we had cash on hand of $1,198.30.

Our Seminar expenses were $6,781.06. Revenue from the Seminar was $931.50. Our (Seminar) balance net is currently -$4,651.26.

A discussion followed wherein Don Sebetic pointed out that AVCAW exists to provide training. Brian Bettinger inquired if WIASIU contributes to seminar funding.

Fred Haas made a motion to accept the Treasurer’s Report, Don Sebetic seconded. Report was accepted.

3: FINANCE COMMITTEE REPORT:

Jim Gustafson accepted a position on the Finance Committee. There was a discussion regarding the development of a letter of solicitation of the industry seeking continued and/or increased support of AVCAW. Fred Haas made a motion that the Secretary, based on his experience, be involved with creating correspondence regarding the funding of AVCAW; John Finnegan seconded. Motion was accepted.

There have been feelers out from the current WI administration regarding AVCAW’s stance regarding the creation of an Auto Theft Prevention Authority similar to surrounding states. Glen Jones is going to ask a DOJ representative that made the inquiry to attend the February meeting and discuss the issue.

4: MEMBERSHIP COMMITTEE REPORT:

Don Sebetic reported that he has already received membership renewals for 2005.

Fred Haas made a motion to accept the report, Brian Bettinger seconded. Motion accepted.

5: HOTLINE & TIP AWARD REPORT:

Laurance Burzynski advised of the availability of CD databases from NICB identifying addresses that may have been used to commit residency fraud in WI, and parties identified as having their WI driver’s licenses cancelled for committing residency fraud. He spoke about how the identification of unqualified holders of CDLs has become very important to agencies involved in homeland security. He also reported that no money has been paid out recently for tips.

Motion made to accept the report by Rich Waldherr, seconded by Don Sebetic. Motion passed.

6: PUBLIC RELATIONS/NEWSLETTER REPORT:

Don Sebetic reported on the development of a "Members of the Decade" list to be included in the upcoming newsletter. The list was prepared to show appreciation for participation and support of AVCAW.

Motion made to accept the report by Laurance Burzynski, seconded by Rich Waldherr. Motion passed.

7: FALL SEMINAR/EDUCATION REPORT:

Kelle Taylor asked for the support of the Board in finding a new location for the Fall Seminar as the staff at the hotel we have used for several years seemed unconcerned about our service concerns and complaints. Currently, she is looking at Raintree in WI Dells as their rates for equipment rental, food and rooms appears to be favorable. Once prices for hotel conference costs are received, Taylor will submit copies to each Board member via email for acceptance of a contract. She advised that the first meeting of the Seminar Committee will be held following the February meeting.

Taylor reported that survey results of 2004 Fall Seminar participants was highly favorable of the training and speakers.

Motion made by Rich Waldherr to accept the report, seconded by Sue Cox. Motion accepted.

8. BAIT CAR COMMITTEE:

Rich Waldherr reported that *********** PD has to have approval from the Common Council to accept the bait car. He reported that ****PD is trying to get the issue before the Council and we should continue to support ****PD in their effort to participate with our Bait Car program.

Waldherr advised that he will ask Al Arsberger to remove our equipment from the second bait car and move it to auction.

John Finnegan made a motion to accept the report, Don Sebetic seconded. Motion passed.

9. BYLAWS COMMITTEE REPORT:

Fred Hass advised there is nothing new to report.

10. AWARDS COMMITEE REPORT:

Fred Haas congratulated Don Sebetic on receiving the Ron Aebly Award of Excellence at the Fall Seminar

11. OLD BUSINESS:

Don Sebetic reported on computer/printer needs and submitted prices for several packages under consideration from assorted vendors. After a discussion of AVCAW’s needs, Glen Jones suggested a motion to have Don Sebetic purchase a computer, printer and maintenance plan up to $2500. Kurt Klapperich made a motion to allow Sebetic to purchase computer, printer and maintenance plan up to $2500, seconded by Sue Cox. Motion accepted.
